Hi Sid, great question. One is "assignable", while one is not:

ID 23: "Comedy" — for user-uploaded assignable videos
ID 34: "Comedy" — for non-user-uploaded categories (e.g., internal content like movies, shows, or legacy formats)

It could be related to the region, as not all regions have all categories available. However I tested category 27 (Education) for a few regions, and it was available in all of them. Which region are you fetching data for?

I don't think you can do this because this list categorizes videos, not channels. You could make a request like https://www.googleapis.com/youtube/v3/search?part=snippet&type=video&maxResults=25&videoCategoryId=20 but that would just return all the videos with a gaming category, not the channels. There used to be a categoryId for channels, too, but this page says it's been deprecated.
